The Judge

Receives cases from Barney. Weighs the evidence. Rules on each case: upheld, dismissed, or reduced. The Judge doesn't negotiate. The ruling is final and the score gets adjusted.

Good work earns points. Bad work costs them. Repeat offenders pay more. The system doesn't forget.
